To provide the public the full report would be counter productive. Too much detail ( some confidential I would suggest) and the average Joe would not bother reading it. Hence why an executive summary is produced ... it cuts through all the finer detail and gets to the important points, it’s a precise of the full report which will be read. Having worked in the corporate world for 40 years half of that in senior management position , it’s the norm .people’s attention span nowadays is almost non existent do you want to see a readers eyes rollover while reading ?... give them the full report. ... maybe that’s the intention? My opinion only!
