MIGA approves mine in conflict-ridden Congo
On 15 October, 24 days after World Bank’s MIGA (Multilateral Investment Guarantee Agency) approved a $5 million guarantee for Australian-owned Anvil Mining for the Dikulushi copper and silver mine in the Democratic Republic of the Congo (DRC), the armed Mayi-Mayi rebel group took control of the town of Kilwa, roughly 30 miles south of the mine.
The DRC is slowly emerging from one of Africa’s deadliest conflicts where over three million people have died from fighting, disease or starvation, and the country is still in a precarious post-conflict situation. Dikulushi is the first project supported by MIGA in the DRC.
In June 2004, several groups first raised concerns about the Dikulushi project, particularly with respect to the role of natural resources in fueling violent conflict and human rights abuses. Other issues included proper tax payments, the circumstances in which Anvil obtained the mining concession during the war, the project’s development benefits, employment conditions and security.
