@MyDisco2 ...."US$2.3M has been allowed for plant refurbishment AND an all up cost of US$10M which would include first fill, critical spares, OWNERS COST, permitting and commissioning."

I suggest I do know what 'owners cost' means, and there are people on these threads that don't.

Companies that already own their projects still have "owners costs" when doing feasibility studies and in project development. Go and read a few feasibility studies from companies that already own 100% of their projects, you will find there is still an "owners cost" in the budgeting.

Owners costs refer to things like funding cost, owner’s third party cost including engineering studies, permit related works, etc., licensing fees, training, and owner corporate costs etc.
Basically all the 'other' costs involved (NOT the initial capital to buy in!!)

For example, Mr Connelly recommends that a detailed budget be drawn up for the project cost. It costs money to get an expert in the field to draw up the detailed budget and timeline of what needs to happen (and sequential order). The money spent doing this is part of 'owners cost'. Likwise for meeting any experts onsite etc.
Every corporate trip to DRC to meet with some govt official about permitting etc, is part of "owners cost".

As I stated earlier, how about getting on the phone to the company and checking whether the $US10M from the IE report is on top of the original buy in costs mentioned last year.
