The Royal Commission only took some examples from different areas due to time constraints. The whole domain of short time finance could use a Royal Commission itself, just to show up the sharks. A number of companies in the US are actually allowing loans to employees to provide short term finance at a reasonable rate to prevent debt stress. Vulnerable, young and the desperate will unfortunately experience predatory loans. GE money operates here with credit cards, etc. One hopes that consumer laws will stymie these predators.
