vertigo - I concur with your thoughts. However - we have 'future fund .. aka Gov Managed Fund' ... why not have a 'disaster fund ... aka Gov Insurance Fund' ... not a tax, but a compulsory disaster insurance policy - for most it would mean nothing more than pay the Government rather than the Insurer ... and for those that don't pay insurance ... well make it law ... no mucking around with insurers ... if you house get wiped out in a flood, cyclone or fire ... you are covered (your house at least). If people want to insure there personal effects - up to them - but the actual dwelling is what makes people destitute ... the rest is very sad, but you can survive ... but to rebuild a whole new house (that is a different story)
