Having lived in India...I can tell you it won't happen, not without forcibly removing all the petrol & diesel vehicles currently on the road from the general population who quite simply could not afford the uptake to electric vehicles. The Indian government have a disposition to appear like they are at the forefront of technology with the reality being far less impressive, and this consideration is no different.
That said...it certainly wouldn't be the first time the government have screwed-over the general population. You just have to look at the blacklisting of Rs500 and Rs1000 notes in November of last year, and the push for a paperless, electronic currency, which quite literally killed people as they queued at banks & ATMs to exchange their money.
