If you really understood India you would know that to access the free wifi somebody will find a way to charge you a proximity "fee" to allow you to be close enough to access the signal but if you speak to his brother he will get you close enough at half the cost but if you pay a little extra you can have a seat as well. His sister runs a charging station so that you can recharge your device and not lose your spot in the queue while waiting for the seat but they all have to pay the government official who actually decides when the free access is live. It is generally down for maintenance and tbe parts won't be there until Tuesday fortnight.
Of course you can't access the wifi at peak times without paying the peak time fee but the brother's aunt runs an Internet cafe just outside the free data coverage area so perhaps you should just go there!
