I don't see how transporting brown coal "slurry" is viable. "Slurry" must have a consistency that allows it to flow through pipes and pumps, therefore must contain at least a 50% water content for the slurry to flow. now if you fill a ship up with this slurry and send it to India, once you dewater the slurry at the other end, you will be lucky to get half a ship worth of actual usable coal, as opposed to transporting straight thermal coal. Basically you will need to send 2 ships worth of slurry to get one equivelant ship of conventional thermal coal. So basically transportation costs for bce slurry are double, and that is a fatal flaw. Couple that with the additional costs of then having to dewater the slurry once you get it of the ship, and it just looks even worse. anyone who thinks a ship full of Bce slurry will ever be exported from victoria is a fool. It is simply not a viable proposition.
