A factory in India has been in the works for  as very long time with C4V's "Made in India" as well as the creation of 
http://lithiumionbattery.org a couple years ago based at IIT Delhi.

As far as LIBCOIN, don't think I've come across them before but seems like another entity for the Magnis/C4V partnership. I imagine this would be for risk mitigation between each company and clear business and operations overview.
