Con actually stated plants...not plant at Latrobe Valley...so I assume the Hazelwood will be a new plant and the one at Loy Yang will be retro fitted? Further, Con stated entity...not entities...so I assume the entity will be International Power who apparently operates both the Hazelwood and Loy Yang power stations?
