Whilst India is not a fan of foreign companies setting up shop there, I suspect Elon Musk is trying to have a Gigafactory set up there, along with China, Europe and another in the USA. After all, it's a massive consumer market, and there is a big push there to go electric - as well as the pollution minimisation, it spends $330mil per day importing oil, so their balance of trade would benefit, especially if oil gets more expensive in the future, which it must.
