Wouldnt the contractor who is doing the mining be responsible for the drilling for the blast holes?

They are expecting to mune site 1 in January as per their update of 6 November 2009:-

'enable NSL to gain access to extract and sell ore from Site 1 immediately after the second tranche payment is made in December (providing NSL with the ability to fund part of the final tranche payment from iron ore sales revenue).'

Also dont forget that the price of mine 1 was reduced from $7 million to $5million also after renegotiations.
