This is a common fraud they do. They come with bogus certificates and degrees (see Coffeezilla video above) just to get in then get their PR through a dodgy employer invariably doing something else. With many, the fraud doesn't end there...
The immigration dept is full of indians and to think that there is no corruption going on there is imbecilic at best. This is possibly even more lucrative to organised crime than Cocaine!
