    That is why all qualifications need to be vetted before Aus accepts them.

    A case in point is the exploitation of the international driver's licenses issued in India. In Victoria, for example, the vetting of the qualifications was the responsibility of the Indian consul general. He in turn subcontracted the task to a private agency. The integrity of the process was non-existent.

    As a cabbie I found it impossible to compete with Indian cabbies who drove like ratbags with no care for incuring penalties. Their licenses were fake and if they were ultimately disqualified it was just too easy to get a new one on holidays back home.

    The taxi licensing system was also a joke. Some of these 'students' had never driven a car yet after a few weeks at taxi school they were chucked the keys of a cab and told, go for your life.

    A freshly minted Indian kid once joined my taxi depot with all the qualifications and was given the keys to a cab. Twenty minutes later he returned to the office having no idea where the reverse function on the cab was. Sad but true.
