I guess its the old argument about nature vs nurture.

There are some circumstances where physical characteristics
are better than others :eg: its better to be 2 meters tall than being
1 meter tall if one wants to be a basketball player.

Or its better to have impeccable eye to hand co-ordination rather
than being a clumsy dyslexic .....etc

In these instances nature trumps nurture.

That said, where intellectual characteristics are required, racial
determinants is less evident, IMO.
