    How would a spineless "advisory body" like the voice be able to change the treatment of kids in detention? The state gov't have been trying to fix this for 6 years and got nowhere. I'm genuinely curious why the voice would change it as everybody already knows treating any kid like that (regardless of what crime they have done) is not ideal
