Very bad news for any company looking at starting a smelting operation in Indonesia. Haven't found any information on whether this includes manganese, but initial reading sounds as though it's across all minerals. First paragraph of the article below.

This may impact the investment from Pak, it may not. Given the smelting operation requires the ore from surrounding mines who now have the option of shipping it directly.
Definitely not good news for the industry and further highlights the political risk within Indonesia.
