GZ, I think they are guessing and figure better safe than sorry. If they have good intelligence would they prefer trying to scare them off and covering their backsides, or sitting tight and trying to catch them. It's a no win situation until they put them out of business, and that is only going to happen by winning hearts and minds, and by supporting those who are are allies, and that includes the vast majority of Indonesian citizens.
