No one can buy land in Australia. The Radical Title always belongs to the Crown. All you or I or an Indonesian can buy is the Freehold Title. That is a right to do some things on the designated property.
In the USA people can buy land. Here a Freehold or Leasehold title owner has rights which can be adjusted at will by state governments without any right to compensation.
The government can decide what the Indonesians can do on any land they buy the Freehold to. They can declare it protected grassland, heritage listed or whatever.
Anyone who has had a house "heritage listed" understands that Freehold owners have no rights.
