Aid can be used against the donor, as has been seen in the Newmont mining case.
Aid to the Sudan has not helped their situation, and Ethiopia still finds itself the subject of more aid.
Aid given to a government can make it attractive for a takeover, and the aid industry (esp the UN) is reknown for its squandering on creature comforts for NGO's.
So I would like the aid to managed, and seen as an economic investment rather than a handout.
