The "good" consulting, (gees, not sure I like that term but it fits) is usually fixed price and outcome based, thus the rates are higher and the organisation develops IP via the consulting methodology.
"Body shopping" is just taking an ever decreasing slim margin in someone's efforts. Race to zero etc at times.
