The “Morning Star” rating is utter nonsense in either direction. The don’t research the company and those ratings may as well be generated by a monkey throwing darts at a board. Even the proper “blue chip” research they produce is garbage IMO.
If you want to understand small cap stocks like IHL you have to do the work. Read, research, listen to others who are informed.
