my understanding is that “under the radar” just means not actively approaching and shopping the company with big pharma - that’ll be done in a concentrated roadshow once management have collected a little bit more data.
I think there is (and definitely should be) normal investor relations activities like talking to these kinds of funds going on. @RaceOncology should be able to confirm that (not market sensitive IMO - talking to investors and explaining the company’s potential and plans is expected of public companies like Race). The run up in price before a buyout is going to be driven by many more retail investors and perhaps some of these funds buying in.
