Once upon a time, government sector teachers had a Defined Benefit scheme - funded, of course, by the government. It was not available to teachers from possibly 1980 or so. Or perhaps a bit later, although I was aware of newly appointed teachers in my last school before retirement who were not able to access that super method. If you joined the Education Dept. later in life as I did, or left early, as I did then you would find yourself with a pension which, today, pays for my power bills, car registration, and Council Rates, and nothing else. When I get an indexed inflation rise, I can buy an additional cup of coffee per fortnight - all true!!! lol

Teachers, including myself, were pretty much aware that even the Defined Benefit scheme could end up being quite inadequate after a few years of retirement, hence needed to save and save hard, in order to build up some super for themselves.
