    I have to agree its a strange game they are playing. Perhaps in assuring us that Bel, if it comes in, would just be the "icing on the cake" she is trying to persuade us and the regulators that in the context of an extended SNE the results of Bel are not "material". Personally she would have a hard time persuading me that the icing is not the best part
