Would not be surprised if that was the talk of brokers trying to sell the stock, or that was what their broker told them.

"Expect an announcement within a week or 2 maximum that BPT has started work on PEL."

Or an announcement of some kind in the hope that the share price recovers to the mid-3s.

This is the typical play when small companies do a placement.
