Seems like a odd time to deny an Aussie Company a massive government contract. Telstra is the best resourced company in Australia to undertake this project, bar none(3G network was established in amazing time). Profits from the network in the future will remain in Australia and not go offshore.
Sure I understand competition and efficiency etc. But I really do believe Telstra would do it quicker and better than any of the others for the price and scope of the project.
Sometimes you need to put the nation first IMO, not the egos. I would prefer an Aussie company owning this essential infrastructure.
