The question is how many others complied with the RFP? Wasn't one of the requirements 98% coverage (which I would have thought would be more fundamental than an airy fairy wish to involve SME's) - I can't believe the Tasmanian Government's proposal complies with that requirement.
Anyway as a Telstra shareholder I am not sure if this is a bad thing. Telstra can go ahead and do its own thing whilst this network takes years to build and given the NBN will be open access, Telstra should be able to access the network on the same terms as other Telco's. The winning tenderer can then have all the headaches and risk of building (although I risk will be minimal as I expect if they run into financial difficulties then the government will just throw in a few more billion of our money) and battling with the competition regulator to get a fair return on their investment.
The question is how many others complied with the RFP? Wasn't...
