I think it's just part of the politics. I would be laughing at anyone that thinks we can achieve 2%-3% inflation in the near term (next year or two). But you can't be in parliament and be telling the public that prices are going to keep rising by 4-5% each year, people would go mad.
Stating a more accommodating target as you've said would be great but I doubt you'll ever hear it from their mouths.
