Pardon my ignorance here, but your response prompts me to ask the following: Do the licences granted GOT give GOT the right to execute in these tenements with or without the TOs? Must GOT include the TOs? What prevents GOT from executing? What rights (power) do TOs possess in this matter that prevent GOT from executing? If GOT's licenses allow them to execute with or without TOs, and it is just a matter of negotiation between GOT and TOs for whatever cultural/political reasons, what do the TOs have that GOT needs to execute? What do the TOs want?
