What do we mean by "the verge" though ? Somewhere before fall 2016 if the election result isn't a total disaster ?
Have Cuadrilla already started monitoring water at those sites to the satisfaction of the infrastructure bill (which is still fluid) ?
If not then if the Bill really insists on a full 12 months of monitoring then there isn't going to be any hydraulic fracturing (and I would suggest no drilling either) in 2015 .
