wa govt want this infrastructure built as soon as possible. Delay will not be tolerated because the port and rail will in 2010 be putting about 3 million tonnes of ore through the port every week.
WA govt gets a good slice of that. And because ore prices are at record highs the wa govt wants its money asap. NO DELAY. If the wa govt did delay then mmx would have a genuine complaint. Everyone has had enough time to get their act together. Every day of delay would cost the WA Govt millions.
I suspect that sino is "posturing" over their "low" bid for mis. All they have to do is increase the offer to $7 and their problem might get solved.
But of course not even that will guarantee the final result. So mis would be gambling with a lot of People's Liberation Army money and thats dangerous.
