Jukes - great questions. I will try and find out. Re: the undersea foundation - I understand the high cost for the first CETO III single unit deployment is due to lack of scale. I got the impression unit costs will reduce once more and more are deployed plus there is the option of deploying an array at a time. They are still working on their mass deployment options.
I forgot to mention yesterday, the previous rubber attachment between the CETO II and the sea floor foundation/mooring/anchor point has been changed to a universal joint for CETO III.
Re the buoyancy, yes you are right, it has to buoyantly neutral just beneath the surface I understand. The energy of the wave comes from pushing the BA down against its natural buoyancy and the up stroke as the BA rises is where the energy is imparted from the BA to the pump.
