ausheds you appear almost in a panic to say that the increased production is for domestic demand .... wonder why ...

it has been widely circulated that the export quotas will be dropped later this year in response to the WTO ruling ...

WTO tells China to drop restrictions on rare earths exports

    http://www.mining.com/wto-tells-china-to-drop-restrictions-on-rare-earths-exports-75613/

and reports abound that China is readying for just that:-

China may end rare earth tariffs but impose new taxes which would increase prices if it loses WTO appeal:-

    http://www.out-law.com/en/articles/...would-increase-prices-if-it-loses-wto-appeal/

Now what will happen to light rare earths if China drops quotas (like the WTO wants), imposes taxes, but in the process once again floods the world with light rare earths

that would just about flush Lynas down the toilet
