From my perspective the innocent mistake #2 blame game is already underway; an earthquake 4 days earlier "may be a contributing factor". I have never heard of a delayed reaction landslide to an earthquake event; maybe the earthquake waves travel at walking pace in the Philippines to take 4 days to reach Siana (at least 150 KM away from epicentre maybe more) rather earthquake waves travel at the speed of sound (2000 - 8000 m/s) through rock and would arrive at Siana in less than a minute on the 3rd of July 2015.
In general I find it amazing how bad news seems to strike when funds are dwindling....research material is not that hard to find.
