DD - I guess the starting point would be to go and read some Dow Theory which is the underlying basis for technical analysis. One of the basic tenets is that over any set period of time all past, current and potential future events are already priced into the market and discounted. Thus charts are reflections of company fundamentals as well as investor sentiment and psychology and are therefore both mappable and somewhat predictable.

But there is a lot more to it and that is a very superficial and partial synopsis.
