Fang if it was/is an inside job, just follow the money, pretty easy. But to penalise innocent small punters for their mistake is stealing I reckon. Any bet under say $100 return over explain. Surely their wouldn't be too much invested on the race. My mate knows a dog trainer in Perth, he can't get on for more than $20 on the late races over there, he lives in Sydney. They just don't let you on. On course and the Tote/Tab are your only hope of having a decent plonk.
