not RIO, who’s it in the best interest for the mine coming online? I would have thought that would be the highest share holder. that would be where I’d be looking/focusing on for that sort of action to come from. My best guess - it goes to plan A, SSW and the DOE come to the party, with plan B (backup) - current #1 holder comes to the party and increases its holding.
