They haven't slashed costs at all compared to the same time last year.
A business like this is cyclical meaning some quarters are more heavily weighted to manufacturing than others. If you look at previous financials, Q1 is typically higher manufacutring / operating cost then lower in Q2, higher in Q3 and so on.
It's a bit silly to zoom in on one of those transitions from Q1 to Q2 and say that this counts as slashing costs in half, given the pattern and given that there has been no change since the same quarter the year earlier.
