Different things motivate different posters. Some downrampers think they're doing a community service by alerting shareholders to issues whereas others entertain themselves by triggering reactions from others. So some are well motivated, although possibly not appreciated, whereas others probably have mental health issues or maybe just boredom. Just my opinion from what I've observed over the years. But no, they're not paid.
