A 604 is only released when the holdings increase by 1% or more. I think 32% given the slow start due to postal delays and Easter is fine, especially with a few larger holdings in line to accept. Part of the delay is also because many holders would rather just get out by selling on market to save paperwork and nail an immediate quick profit. That's why over 130 Million have been traded in 3 weeks. Over a third of all shares on offer. Those shares have been purchased by traders having a feast on arbitrage and will eventually make their way to RMS, as will all the options that have just been converted.
