Money doesn't sleep.
IMO, the only reason why the share price is what it is today is because of the delay in signing the MPA due to the NITI process.
Looking over the past 12 months, only those who have an ulterior motive could say the company hasn't achieved a lot.
ECT certainly aren't standing still but while a plant is not officially in the pipeline in India and further hoops are anticipated in getting to that point, people will used their money elsewhere.
A confirmation of the the India project will see buyers will come flooding back.
