I believe the ASX looked at this issue a while back and made vague noises about making ID's available to everyone.

That nothing has come of it suggests that the full service brokers were probably strongly opposed it.

I can see their reasoning as it's one of the few edges they still have over online traders/brokers.

However since the market is 'supposed' to be a level playing field, it's hard to justify the refusal to make ID's available to all.
