Block house are like a pizza oven. Take along time for heat to penetrate during the day, At end of day the heat is absorbed in blocks and as outside temp. drops faster than inside of house,as the heat in blocks slowly dissipate in to rooms and roof insulation is trapping it in. Hence difference in temp.
You can buy ceramic paint to put on outside of blocks.
Whirley birds in roof, I believe wouldn't be much help for heat has to get pass insulation in roof first.
Unless you vent them down to false ceiling through the insulation to get hot air from underside of ceiling.
