Perhaps in "draining the swamp" one area worth looking at is waste in the public service sector. I know that is what is needed here in Australia. Difficult to do as the nest-featherers have too much power.
For example, the NSW education dept could axe the jobs of at least half of the hangers-on from just above the coal-face right to the top, saving billions.
