If the US Gov is prepared to 1) throw bucket loads of money at ARU to develop Nolans AND 2) throw bucket loads of money establishing a US oxide to magnet supply chain, then I'm certain ARU would be prepared to re-visit the MOUs.
Until then, ARU simply joins every other rare earth producer and developer on the planet in selling/placing product (which comes in many forms) to/with Chinese organisations (i.e. processors, separators, metal converters, magnet alloy and magnet producers).
