Interest rates and or rents both up will see many currently struggling renters out of a job as demand for goods and services outside of shelter and banks will fall through the floor and jobs will go with that. No job means no high rent paid. Then they will move as will have no choice.

Maybe into a car or tent yes or a cheaper locality.

Having to move is nothing new in history eg the Irish gangs of New York moved there for a reason. The Vikings moved for their reasons.
