Are interest rate increases inflationary?

One MD from an Investment group said so on talk back this morning.

His belief was that interest rate increases puts more money into the parts of the economy that are big in spending and puts even more pressure on the parts of the economy that didn't have much disposable income anyway.

Probably a vested interest as his company is a property Investment group but interesting none the less.
