IMO (who can ever prove such things with our toothless regulatory system) the price has been deliberately driven down over the last few months, culminating in the institional raising at 0.29 so that the instutions responsible for selling down had a chance to get back in at 2 year lows (and of course it was well oversubscribed - now we know why) - all a cleverly calculated strategy to get this deal done.
