Sounds like poor mouthing to me. Delays happen, and I am fairly certain that LYC will met their deadlines and if nessecary, get an extension from the current Malaysian government if not. Their leaders recognize the importance of Lynas, not only for the jobs they have created, but also for further expansion and their plans to build their own green energy industry.
